Position Overview Oversee the formulation, implementation and review of Social Development and Labour Administration policies in line with the Ministry’s strategic plan as well as national development imperatives; Superintend over labour economic analysis to assess labour market trends, employment rates and wage structures; Collaborate with Ministries, Departments and Agencies and relevant stakeholders to address labour issues and promote effective labour relations |
Duties and Responsibilities |

Oversee the formulation, implementation and review of Social Development and Labour Administration policies in line with the Ministry’s strategic plan as well as national development imperatives Superintend over labour economic analysis to assess labour market trends, employment rates and wage structures Collaborate with Ministries, Departments and Agencies and relevant stakeholders to address labour issues and promote effective labour relations Superintend over the collection, analysis and dissemination of labour statistics to inform decision making Monitor Labour Registration and Inspection processes in the Ministry Superintend over the establishment, development and management of child and family social protection services, welfare institutions and/ or programmes Promote inclusive and accessible social environments for persons with disability Oversee the establishment of employment centres/ institutions Superintend over the promotion of a drug free society Develop strategies to eradicate substance and drug abuse Develop a monitoring and evaluation system for Social Development programmes in the country Facilitate the development of funding strategies for Social Development and Labour Administration Superintend over the production of Ministry reports to Parliament on Social Services and Labour Administration programmes and projects Supervise, coach and counsel subordinates |
Qualifications and Experience |

Qualifications A Masters degree in Social Sciences/Labour Administration, Labour Economics or equivalent At least ten (10) years relevant experience, of which two (2) years must be at Director Level or equivalent in a related field Certification and/or licensing with a relevant professional accrediting body is a distinct advantage
Skills Sound knowledge of current National Development Policies Understanding of labour laws, regulations and policies Labour market analysis skills Vulnerability and risk assessment skills Family and Child protection expertise Policy development and integration skills Data management and analytics skills Research skills Ability to communicate and network with a broad spectrum of stakeholders Strong leadership skills Ability to employ information communication technology in the design, deployment and monitoring of social development and labour administration programmes and projects
